Theo Bộ Chỉ huy quân sự tỉnh Hưng Yên, khoảng 9 giờ 40 ngày 12.9, thiếu tá Trần Văn Tùng, Tiểu đoàn trưởng Tiểu đoàn 3, Trung đoàn Bộ binh 568 (Bộ Chỉ huy quân sự tỉnh Hưng Yên) lái xe máy trên đường làm nhiệm vụ trở về đơn vị, khi đến giữa cầu Bo (P.Trà Lý, Hưng Yên) bắc qua sông Trà Lý thì phát hiện anh Đ.V.L (30 tuổi, trú xã Đông Hưng, Hưng Yên) đang giằng co với mẹ.

Qua nắm bắt, mẹ anh L. nói rằng con mình đang có ý định tự tử. Thiếu tá Tùng và người dân đã tiếp cận, thuyết phục, động viên anh L. từ bỏ ý định tự tử. Anh L. đồng ý và nhờ thiếu tá Tùng đưa về nhà.
Tuy nhiên, khi thiếu tá Tùng quay lại lấy xe máy để chở anh L. về thì người này bất ngờ nhảy từ cầu Bo xuống sông Trà Lý.
Phát hiện sự việc, thiếu tá Tùng đã cởi quân phục, tư trang và nhảy theo để cứu người. Khi thiếu tá Tùng bơi tiếp cận được anh L. thì nạn nhân đã chới với dưới dòng nước. Do nước chảy xiết, cả hai đã bị cuốn trôi.
Nhận thông tin, Bộ Chỉ huy quân sự tỉnh Hưng Yên, Trung đoàn Bộ binh 568 cùng các đơn vị liên quan đã tới hiện trường, phối hợp với lực lượng cứu hộ đường thủy triển khai công tác tìm kiếm.
