Tối 4.9, thượng tá Hồ Hải Dương, Trưởng công an phường Xuân Hương - Đà Lạt (Lâm Đồng), cho biết ông T.V.L (38 tuổi, ở TP.HCM) vừa bị xử phạt 2 triệu đồng về hành vi đánh chó Alaska tại quảng trường Lâm Viên.
Theo thượng tá Hồ Hải Dương, ông L. có hành vi đánh đập, hành hạ tàn nhẫn vật nuôi. Hành vi này được quy định tại khoản 1, điều 28 Nghị định 211/2026/NĐ-CP ngày 16.6.2026 của Chính phủ quy định xử phạt vi phạm hành chính về chăn nuôi.

Như Thanh Niên đã thông tin, sáng 2.9, mạng xã hội lan truyền đoạn clip ghi lại cảnh một người đàn ông dắt chó Alaska đến khu vực bờ cỏ tại quảng trường Lâm Viên, phía sau có một phụ nữ đi cùng. Sau đó, người đàn ông dùng cây tác động nhiều lần vào con chó.
Theo thông tin đăng tải cùng đoạn clip, con chó bị đánh vì không "hợp tác" khi chụp ảnh với du khách. Hình ảnh này nhanh chóng thu hút sự chú ý trên mạng xã hội. Nhiều người bày tỏ bức xúc và đề nghị cơ quan chức năng xác minh.
Sau khi vào cuộc, Công an phường Xuân Hương - Đà Lạt xác định người đàn ông đánh chó là ông T.V.L. Làm việc với cơ quan chức năng, ông L. cho biết con chó Alaska xuất hiện trong đoạn clip là vật nuôi của mình. Do bực tức vì chó không thực hiện theo hiệu lệnh, ông đã dùng cây đánh con vật.
Ông L. thừa nhận hành vi của mình là sai, đồng thời nhận thức việc đánh chó gây phản cảm, ảnh hưởng đến hình ảnh du lịch văn minh, thân thiện của Đà Lạt.
Trong ngày 4.9, ông T.V.L đã đến ngân hàng nộp phạt 2 triệu đồng về hành vi đánh đập, hành hạ tàn nhẫn vật nuôi.
Công an phường Xuân Hương - Đà Lạt khuyến cáo du khách khi đến quảng trường Lâm Viên không chụp ảnh, không thuê và không tiếp tay cho hoạt động sử dụng động vật để kinh doanh tại khu vực này.
