Đồng Nai đề xuất hỗ trợ chi phí chạy thận nhân tạo cho hơn 800 bệnh nhân

Dự thảo nghị quyết này do Sở Y tế xây dựng. Dự thảo cho biết đối với những người bệnh suy thận mạn giai đoạn 5 (giai đoạn cuối), việc chạy thận nhân tạo theo chu kỳ là nhu cầu bắt buộc và kéo dài suốt đời (bình quân từ 12 lần/tháng).

Mặc dù đã được quỹ BHYT chi trả phần lớn chi phí khám bệnh, chữa bệnh theo quy định, người bệnh vẫn phải thực hiện nghĩa vụ cùng chi trả với tần suất cao và kéo dài theo chu kỳ điều trị. Ước tính trung bình khoảng 16,133 triệu đồng/người/năm.

Hiện toàn thành phố Đồng Nai có khoảng 844 người bệnh phải chạy thận thường xuyên. Tổng số kinh phí phần cùng chi trả trả mà người bệnh phải tự chi trả cần được hỗ trợ ước tính khoảng 13,6 tỉ đồng/năm.

Cũng theo tính toán của Sở Y tế thành phố Đồng Nai, mỗi năm số lượng bệnh nhân suy thận mạn giai đoạn 5 (giai đoạn cuối) phải chạy thận nhân tạo ước tính tăng từ 5 - 10%, kinh phí hỗ trợ tăng tương ứng từ 5 - 10% hằng năm. Mức chi này là hợp lý trong tương quan với quy mô ngân sách và vai trò của thành phố.

Dự thảo nghị quyết cho rằng việc bố trí nguồn lực để thực hiện chính sách hỗ trợ người bệnh chạy thận nhân tạo không chỉ thể hiện trách nhiệm của chính quyền đối với người dân, mà còn là giải pháp đầu tư cho an sinh xã hội bền vững, góp phần giảm thiểu các chi phí xã hội phát sinh trong dài hạn và nâng cao chất lượng nguồn nhân lực của thành phố Đồng Nai.
