Thúc đẩy thị trường nhà ở phát triển lành mạnh

Trong phiên làm việc buổi sáng, Ủy ban Thường vụ Quốc hội (UBTVQH) cho ý kiến về 2 dự án luật Nhà ở (sửa đổi) và luật Kinh doanh bất động sản (sửa đổi). 

Thảo luận tại phiên họp, các đại biểu cơ bản thống nhất với nhiều nội dung sửa đổi, bổ sung trong 2 dự thảo luật; đồng thời đánh giá hồ sơ 2 dự án luật đã được chuẩn bị đầy đủ, đủ điều kiện trình QH xem xét, cho ý kiến và có thể xem xét thông qua tại kỳ họp thứ hai. Bên cạnh đó, các ý kiến đề nghị tiếp tục rà soát, hoàn thiện một số nội dung trước khi trình QH, nhất là những vấn đề có tính chất nền tảng, tác động trực tiếp đến thị trường nhà ở và kinh doanh bất động sản. 

Do 2 dự án luật có mối quan hệ chặt chẽ với nhiều luật khác, các đại biểu cũng lưu ý việc hoàn thiện 2 dự thảo luật cần bảo đảm tính đồng bộ, thống nhất với các luật khác có liên quan, trong đó có những luật được QH xem xét tại cùng kỳ họp.

Đối với các nội dung sửa đổi, bổ sung, các ý kiến cho rằng 2 dự án luật có nhiều quy định mới, có khả năng tác động đáng kể đến đời sống xã hội, công tác quản lý nhà nước và hoạt động sản xuất, kinh doanh của doanh nghiệp. Vì vậy, cần tiếp tục nghiên cứu, đánh giá kỹ lưỡng để bảo đảm các quy định vừa đáp ứng yêu cầu quản lý, vừa có tính khả thi trong thực tiễn, góp phần thúc đẩy thị trường nhà ở và thị trường kinh doanh bất động sản phát triển lành mạnh, ổn định...

Chiều cùng ngày, UBTVQH cho ý kiến về Dự án luật về văn bản quy phạm pháp luật; Báo cáo của Chính phủ về tình hình triển khai thực hiện Nghị quyết số 206/2025/QH15 về cơ chế đặc biệt xử lý khó khăn, vướng mắc do quy định của pháp luật; Dự thảo Nghị quyết của QH sửa đổi, bổ sung một số điều của Nghị quyết số 107/2023/QH15 về việc áp dụng thuế thu nhập doanh nghiệp bổ sung theo quy định chống xói mòn cơ sở thuế toàn cầu.
