Liên quan đến vụ kê giường chặn lối đi chung ngăn hàng xóm xây nhà trong ngõ, Công an TP.Hà Nội vừa ra quyết định khởi tố vụ án, khởi tố bị can đối với bà Tạ Thị Chi (53 tuổi, trú xã Hoài Đức, Hà Nội), để điều tra về hành vi gây rối trật tự công cộng, quy định tại điều 318 bộ luật Hình sự.

Cơ quan công an xác định, năm 2010, gia đình bà Chi dùng thửa đất ở thôn Tiền Phong (xã An Khánh, Hà Nội) thế chấp để vay ngân hàng. Do gia đình bà Chi không có khả năng trả nợ, năm 2022, ngân hàng đã thu hồi thửa đất để bán đấu giá.
Ông L.V.Đ (trú P.Hà Đông, Hà Nội) trúng đấu giá và là chủ sở hữu thửa đất. Ông Đ. sau đó ủy quyền cho ông N.H.V (trú xã An Khánh) xây dựng nhà ở.
Trong các ngày 12 - 13.9, ông V. triển khai xây dựng thì xảy ra mâu thuẫn với bà Chi. Bà Chi cho rằng mảnh đất đang tranh chấp, không được xây dựng. Bà Chi sau đó kê 1 chuồng chó, 1 chiếc giường tại khu vực ngõ đi chung trước thửa đất.

Đáng chú ý, khi ông V. cùng thợ đi vào khu đất để xây dựng thì bà Chi nhiều lần dùng xe máy chặn giữa lối đi, khóa cổ xe để ông V. không vào được.
Nắm thông tin, Công an xã An Khánh đã nhiều lần lập biên bản ghi nhận sự việc và nhắc nhở bà Chi nhưng người này vẫn có những hành vi cản trở những người tham gia xây dựng.
